Through a series of appointments signed on May 28, 2026, by Mayor Jean Marie ABOUNA, this restructuring aims to strengthen the efficiency of services, modernize municipal operations, and bring the administration closer to the people. Following a prolonged vacancy at the head of the Municipal Police, the Mayor, acting on behalf of the Head of State, redistribution of responsibilities within this important unit responsible for public order, hygiene, sanitation, and the protection of the population.
Thus, Mr. MBARGA NOAH Émile Serge was appointed to the position of Head of the Municipal Police Service. In the same vein, several subdivision heads were appointed to ensure the optimal functioning of the various components of the service, including Mr. NGONO ONGUÉNÉ Claude for Hygiene and Sanitation, Mr. MENOUNGA Balthazar for Risk Prevention, Mr. HAMADOU HAMIDOU for Environmental Protection and Public Health, and Mr. FOTSO TCHUENKAM Arnaud Julio for Public Assistance.
This reorganization is part of the implementation of the new organizational chart of the Yaoundé 1st District Municipality, adopted to adapt the Municipal Administration to current requirements of local governance and public service performance.
Beyond simply renewing the leadership, these appointments reflect a strong commitment from the Municipal Executive: the rejuvenation of the Municipal Administration. The majority of those appointed are indeed young municipal employees, chosen for their skills, commitment, and ability to inject new dynamism into local public action.
Through this selection, Mayor Jean Marie ABOUNA intends to give concrete expression to the "Seven-Year Term of Grandeur and Hope" policy championed by the President of the Republic, by giving a prominent place to youth and women in governance and development mechanisms.
For the Yaoundé 1st District Municipal Executive, this new structure of the Municipal Police represents a strategic lever for improving administrative efficiency, strengthening community policing, promoting a healthier environment, and responding more quickly to citizens' concerns.
